  7.     Cuba broke off diplomatic relations with Israel in 1973, but
  8. there are signs that the two countries are quietly edging
  9. toward a rapprochement. According to an Administration analyst,
  10. military advisers from Cuba and Israel are jointly helping the
  11. rebel Sudanese People's Liberation Army. U.S. military
  12. intelligence officials in Panama, combing through papers from
  13. the Noriega regime, now believe Panamanian authorities set up
  14. several meetings between Fidel Castro and Mike Harari, a retired
  15. Israeli intelligence officer. Privately, Cuban officials say
  16. they are seeking Israeli help in developing the island's citrus
  17. and fishing industries. Rumors of this tentative cooperation
  18. are angering Cuban-American leaders in Miami. Congresswoman
  19. Ileana Ros-Lehtinen complains about Israel, "This is not what
  20. allies are supposed to do."
